Vehicle Inspection Requirements

Washington D.C. requires vehicle inspections for most vehicles as part of the D.C. Vehicle Inspection Program. Vehicles Exempt from Inspection:

The following vehicles do not require inspection:

  • Brand New Passenger Class Vehicles: Vehicles with a manufacturer's Certificate of Origin automatically receive a 4-year new car inspection sticker upon registration. Brand new vehicles should not be physically taken through inspection.
  • Diesel Passenger Class Vehicles: Require a non-expiring inspection sticker obtainable from the Inspection Station
  • Fully Electric Passenger Class Vehicles: Receive a non-expiring inspection sticker
    • If purchasing a new electric vehicle and the dealership handles registration, the non-expiring sticker will be included in the registration package
    • If registering an electric vehicle in the District from another jurisdiction, proceed to the Inspection Station to receive the non-expiring sticker
  • Motorcycles and Motorized Bicycles: DC DMV does not require inspection for motorcycles and motorized bicycles

Effective October 1, 2023, the Washington D.C. Department of Motor Vehicles implemented a weight-based vehicle registration fee structure. Registration fees are assessed annually and vary based on vehicle classification and manufacturer's shipping weight.

Special Provisions:

  • Battery Electric Vehicles (Class V): A brand new battery electric passenger vehicle (other than a motorcycle or motor-driven cycle) weighing less than 5,000 lbs. qualifies for a $36.00 annual registration fee. This reduced fee applies only during the first two years of the vehicle's registration. After two years, the vehicle is classified as Class I or Class II, whichever is applicable based on weight.
  • Weight Reduction for Electric Vehicles: A battery electric passenger vehicle (other than a motorcycle or motor-driven cycle) with a manufacturer's shipping weight less than 5,000 lbs. may subtract 1,000 lbs. from its manufacturer's weight for classification purposes.
  • Disability Accommodation (Class VI): Vehicles weighing 3,500 lbs. or more that are modified to accommodate a disability and have been issued a disability license tag are assessed the Class VI registration fee of $72.00 annually.

Important Note: Gas/electric hybrid vehicles and plug-in hybrid electric vehicles (PHEV) do not qualify for the $36.00 electric vehicle registration fee or the 1,000-pound weight subtraction. Hybrid vehicles are classified according to their actual manufacturer's shipping weight.

Motor Vehicle Excise Tax

Effective February 17, 2025, Washington D.C. implemented revised motor vehicle excise tax calculations based on vehicle weight and fuel efficiency. The excise tax is assessed at the time of vehicle titling and registration based on the fair market value (FMV) as determined by the National Automobile Dealers Association (NADA) Business Guide for the Eastern Region.

Important Changes Effective February 17, 2025:

  • Electric vehicles are no longer exempt from vehicle excise tax
  • Fuel efficiency ratings are based on MPG city driving (not MPGe equivalent)
  • Tax rates are determined by both vehicle unladen weight and fuel efficiency

District Earned Income Tax Credit (EITC) Exemption:

Individuals who claimed and received the District Earned Income Tax Credit (EITC) for the most recent tax period may elect to pay excise tax by weight class (6%, 7%, or 8%) or the MPG-adjusted tax rate, whichever results in the lowest cost. Documentation from the Office of Tax and Revenue (OTR) is required prior to vehicle titling if claiming EITC exemption.
